CIFAC is searching for the right person to join our team as the Southeastern Regional Compliance Manager! Are you interested in working as an exempt employee for a non-profit organization dedicated to Public Contract Code compliance?

We prefer a team member who has construction experience and is familiar with California bidding laws. The candidate must be self-motivated, highly organized, detail-oriented, able to multi-task, able and equipped to travel, and able and equipped to work from home. This individual must possess the ability to perform research, seek knowledge, analyze documentation and independently make decisions.

CIFAC Regional Compliance managers reside within their respective regions. The Southeastern region includes Inyo, Mono, Kern or San Bernardino Counties. Individuals who reside outside of this region will not be considered.

CIFAC is a statewide non-profit organization, created in 1977 to enforce the Public Contract Code. CIFAC is an extension of the members and provides an administrative function to support the public works construction industry in their collective effort to retain and create job opportunities through competitive bidding. Our team consists of a close-knit group of individuals who work hard to create a level playing field for contractors, to ensure transparency of local governments, and to ensure taxpayer funds are used efficiently. We collaborate with contractors, contractor associations, and labor unions and service our members by acting as a liaison between the public agencies awarding public works construction contracts and the contractors who submit bids on this work.

General Description: The RCM supports the public works construction industry in their effort to retain and create job opportunities through competitive bidding by monitoring and investigating cities, counties, special districts and Caltrans; for force account and public bidding matters; serve as a contact and liaison with these government agencies within a designated region, provide public works construction related services and education to CIFAC and industry members.

Central Region Counties: Inyo, Kern, Mono, San Bernardino

Classification:   Full Time, Exempt, At-will Position


  • Must reside and be able to travel within designated region
  • Must be able to lift a minimum of 35 lbs., stoop, crawl, bend, push, pull and walk on uneven terrain/slippery conditions under varying weather conditions
  • Must be equipped and able to work out of a home office
  • Must have reliable transportation to travel within designated region
  • Applicant must have and maintain a valid California Driver’s License, vehicle insurance coverage and vehicle registration.
  • Must successfully pass a pre-employment substance screening test
