GENERAL LAW GOVERNS: Except as expressly stated in this charter-, All current laws, ordinances and resolutions of the City of Norco will remain unchanged and may be adopted, amended or repealed in the manner provided in the general law. The general laws set forth in the constitution of the State of California and the laws of the State of California shall continue to govern the City of Norco.
