3.20.110 Formal bidding procedures generally

Except as otherwise provided by Charter, the purchase of materials, supplies and equipment, and public works projects of a value greater than twenty-five thousand dollars shall be by written contract with the lowest responsible bidder pursuant to procedures prescribed in Sections 3.20.110 through 3.20.180.
