Dave started his working career as a Laborer through Stockton’s Local 73 in 1977. After graduating from Junior College, he decided to make the Laborers Union his career. In 1987, Dave was hired as Stockton’s Business Agent. In 1994, he came to work for the Northern California District Council until 2001, when he returned to resume his former position at Local 73.
In 2004, Dave was elected Secretary-Treasurer of the counties of San Joaquin, Calaveras, and Alpine Building Trades Council (BTC), where he continues in that position today. As head of the BTC, he’s helped build a strong coalition among the trades to promote good wages, benefits and strong apprenticeship programs in the Central Valley. His focus is on building things for the community. The BTC pushed a local-hire resolution through the Stockton City Council. Dave would like to see local workers and contractors benefit from the revenue generated by the public works construction projects coming to the Central Valley. In 2009, he became NCDCL Business Representative and in June of 2010, was appointed to the CalOSHA Standards Board. Dave is the son of Archie Thomas who was NCDCL Business Manager from 1991 to 2000, when he passed away.
Hester is a past President of United Contractors and Board member. President of McGuire and Hester, Michael has 29 years of service to the company as project engineer, project manager, estimator, and operations manager. Hester has been a CIFAC Board Member since 2001. Michael has a Bachelor of Science Degree in Construction Management from Oregon State University. Since 2011, he has been on the Board of Directors of the Oakland Metropolitan Chamber of Commerce. On December 17, 2014, Hester took the oath of office to become a Commissioner of the California Uniform Construction Cost Accounting Commission (CUCCAC) where he serves as a representative for subcontractors. He and his wife Janice live in Alamo. They have four children. He enjoys family time, basketball, fishing, hunting, and the great outdoors.
Rob Carrion is the Sacramento District Representative for Operating Engineers Local 3, a position he’s held for the past six years. In 2013, he was appointed Auditor by OE3 and elected to this position in 2015. In addition to being the newest member of the CIFAC Executive Committee, Rob is on the Executive Board of the Sacramento/Sierra Building Trades, the Coalition of Organized Labor (COOL), the Truman Club of the Sacramento Area and the Yolo County Workforce Investment Board. He has also worked for, and serves on the Board of the Foundation for Fair Contracting. Rob spent most of his life in Yolo County where he coached Little League, Babe Ruth League and is a former coach of the Woodland High School Varsity Football Team. A graduate of Esparto High School, he has an Associate of Arts degree from College of the Siskiyous and a Bachelor of Arts Degree from Sonoma State University. Rob’s favorite things to do are spending time with his children, farming, helping others, hunting, fishing and sports in general.
Bill has been with Syblon Reid for the past 15 years and currently serves as Senior Manager. He has a BA in Business Administration and an MA in Organizational Management with experience in Labor Relations, and Safety and Human Resources. In addition to serving as the most recent member of CIFAC’s Board of Directors, Bill serves the construction industry as a member of AGC and as their representative on the: Board of Trustees, Northern California Laborers Trust Funds; Board of Directors, Foundation for Fair Contracting (FFC); Board of Directors, Construction Industry Crime Prevention Program (CICP); and the AGC Union Crafts Council. Bill has a daughter, Kelee, and enjoys the Northern California outdoors as an avid cyclist and kayaker.
