Dave Thomas


Northern California District Council of Laborers

Dave started his working career as a Laborer through Stockton’s Local 73 in 1977. After graduating from Junior College, he decided to make the Laborers Union his career. In 1987, Dave was hired as Stockton’s Business Agent. In 1994, he came to work for the Northern California District Council until 2001, when he returned to resume his former position at Local 73.

In 2004, Dave was elected Secretary-Treasurer of the counties of San Joaquin, Calaveras, and Alpine Building Trades Council (BTC), where he continues in that position today. As head of the BTC, he’s helped build a strong coalition among the trades to promote good wages, benefits and strong apprenticeship programs in the Central Valley. His focus is on building things for the community. The BTC pushed a local-hire resolution through the Stockton City Council. Dave would like to see local workers and contractors benefit from the revenue generated by the public works construction projects coming to the Central Valley. In 2009, he became NCDCL Business Representative and in June of 2010, was appointed to the CalOSHA Standards Board. Dave is the son of Archie Thomas who was NCDCL Business Manager from 1991 to 2000, when he passed away.


Bruce Daseking

Bruce has dedicated himself to the construction industry for more than 40 years. After numerous forts, chicken coops, and gardens tastefully designed by his architectural family, he began working his college summers for his family’s construction company as a parts runner, laborer, timekeeper, and everything else. As a graduate of California Polytechnic State University, San Luis Obispo, with a Bachelor of Science Degree in Civil Engineering, Bruce got his first job out of college working as a project engineer. He joined McGuire and Hester in 1997 as a project manager and estimator and three years later was promoted to estimating manager in charge of the underground and structures. Bruce was named chief estimator for McGuire and Hester in 2007 and now oversees the estimating groups at all of our company’s locations. He is actively involved in volunteer work throughout the industry and is a past President and Board member of United Contractors. He and his wife Debbie live in Danville. They have two children. In his spare time, he enjoys family time and anything outdoors.


Chris Snyder


Operating Engineers, Local 3

Chris has worked for the Membership of the Operating Engineers, Local 3 for the last 16 years. He has served the members in numerous capacities, serving first as an Organizer, then as a Business Agent, and after as the District Representative of District 10. In 2019, Chris was elevated to the position of Government Relations Director. He is an Elected Officer as the Conductor of the International Union of Operating Engineers, Local 3. Chris holds a Bachelor of Arts, Political Science degree with a Minor in Pre-Law from California State University East Bay. He holds an Associate’s Degree in Marine Technology, from the Seattle Maritime Academy. Chris is a Harvard University, Harvard Law School Labor & Work Life Program Graduate. He enjoys service on the following boards: the Golden Gate Bridge Highway and Transportation District and is the acting Secretary Treasurer of the California Democratic Party Labor Caucus. He is a member of the North Bay Building and Construction Trades Council and the Sonoma County Democratic Central Committee. Chris resides in the beautiful Sonoma area with his two lovely children.
